The Official Community Plan Updates - 2025 are a critical step in aligning our local planning policies with the recent provincial housing legislation. These updates affect Electoral Areas: A, B, C, D, F, G, J, and K.

Why These Updates Are Needed:

  • Housing Statutes (Residential Development) Amendment Act, 2023 (Bill 44) requires all local governments to allow Small-Scale Multi-Unit Housing (SSMUH) in zones that previously only allowed single detached or duplex homes.

  • Zoning bylaws in the RDCK were updated in 2024 to comply with these changes. The updates included changes related to density, minimum lot size requirements, and the number of dwelling units permitted on a lot.

  • OCP amendments are now needed to ensure all land use policies fully align with the provincial legislation and zoning amendments before December 31, 2025.

The Regional District of Central Kootenay (RDCK) is updating the Official Community Plans (OCPs) for Electoral Areas A, B, C, D, F, G, J, and K to ensure they align with recently adopted zoning bylaw amendments and the Housing Statutes (Residential Development) Amendment Act, 2023 (Bill 44).

These amendments will:

  • Incorporate policies that support Small‑Scale Multi‑Unit Housing (SSMUH) in areas previously limited to single‑detached or duplex housing;

  • Align the OCPs with the Local Government Act requirements for zoning and land use consistency;

  • Ensure that the RDCK meets the December 31, 2025 provincial deadline for OCP alignment.

We invite you to share your suggestions, concerns, or recommendations regarding these proposed OCP bylaw amendments. Your input will help the RDCK ensure that the changes reflect both provincial housing requirements and local community objectives.

Please note:

  • This consultation relates only to aligning OCPs with previously approved zoning and provincial legislation.

  • All feedback will form part of the public record and may be summarized in a report to the Rural Affairs Committee and RDCK Board in accordance with the Local Government Act (s. 475).
