Welcome to Engage RDCK

Community Recreation Campus, The Heart of Nelson, Areas F and Defined Area E. The Regional District of Central Kootenay (RDCK), in partnership with the City of Nelson, are seeking the input from residents in the City of Nelson and Areas E and F, about if the current recreation amenities offered at the Community Recreation Campus still meet community needs. The Community Recreation Campus includes the Nelson &amp; District Community Complex (pool, fitness centre and arena), Civic Centre and Arena, Curling Rink, Indoor Soccer Facility and the empty lot at 824 Front Street. Residents will have the opportunity to hear from the RDCK and City of Nelson staff about the state of the facilities and amenities at the Community Recreation Campus during the community meetings and will have the opportunity to ask questions. Following the community meetings, residents can share their thoughts on whether the current facilities fit the community’s recreational needs, through a survey that will be available to the public on November 27. A resident and group survey was shared and was intended to gather resident feedback to help the Recreation Commission of Area I, Area J, and City of Castlegar plan the future of recreation services and understand resident&rsquo;s thoughts on the following topics:<ul><li>What enhancements or additional amenities are needed or desired at the Castlegar &amp; District Community Complex?</li><li>What improvements to recreation services are needed overall in the Castlegar &amp; District Area (outside the Community Complex)?</li><li>What is the community willing or able to fund for potential enhancements or additional recreation amenities?</li></ul>Information gathered from the resident and group surveys will help determine the communities&#39; priorities for recreation today and identify how the RDCK can improve current programs and amenities offered. Reimagining Recreation Services in the Castlegar & District Area

What are We Doing? The Regional District of Central Kootenay (RDCK) is embarking on a region-wide community planning project to understand how the RDCK can better meet the needs of its residents. The project's focus area covers the entire RDCK and the following partnering municipalities: Castlegar, Creston, Kaslo, Nakusp, Nelson, Salmo and Slocan. What is the Purpose?The Regional Local and Community Needs Project aims to integrate and build upon the region's various municipal and electoral area planning initiatives to ensure a cohesive approach to regional planning. It will do so by identifying areas to protect the region's natural, rural, and agricultural qualities and areas to focus new housing, transportation, infrastructure and community services, from a regional perspective. It will also consider the unique characteristics of rural communities.The Central Kootenays is a dynamic region - as the region adapts and responds to the new environmental challenges, economic opportunities, demographic trends and other emerging issues, the needs of its residents are also evolving. It is critical for the RDCK to understand these evolving needs so that it can better plan for the region as a whole.Why is this Important?When we protect natural, rural and agricultural lands, and provide access to daily needs, everyone thrives. As the world changes around us, we are proactively evaluating how the region can be managed to ensure a high quality of life for all residents.To plan for the future we want to better understand residents' needs, and how those needs differ between communities, in both rural and municipal contexts. It's also important to make decisions about how land is used with comprehensive data, coordinated across municipalities and electoral areas, that span the entire region. Regional and Local Community Needs Project

The purpose of this project is to review the feasibility of alternative long-term water supply for agriculture in the Creston Valley. The intent is to support agriculture and to secure additional water supply for drought resilience.In 2019, the Regional Board adopted a Drinking Water Conservation Plan. Presently, treated drinking water from Arrow Creek is used to irrigate agricultural crops in the Creston Valley. This project aims to explore alternative water sources and infrastructure required for crop irrigation - helping to sustain agriculture in the Creston Valley. By securing a separate water source for irrigation, the project also promotes drinking water conservation, preserving Arrow Creek&#39;s treated water for domestic use and alleviating pressure on the sensitive Goat River watershed.Funding Source Funding for this project was received through the Agricultural Water Infrastructure Program, which is funded by the Government of BC through the Ministry of Agriculture and Food and delivered by the Investment Agriculture Foundation of BC.Project Outcomes The project is a necessary first step in securing a sustainable source of water for agriculture in the Creston Valley, thereby decreasing the pressure on the Arrow Creek water supply and the Goat River watershed. The goals of the project are as follows:<ul><li>Define water supply areas that are currently at risk and may require a new water supply in the near future.</li><li>Identify the interested parties, water purveyors, and First Nations governments with interests, and rights in each area of interest.</li><li>Summarize current agricultural land uses and how agriculture in the study area could evolve in response to changes to precipitation and hydrological regimes, market forces, and food trends, based on available information. Establish and define future condition scenarios to form the basis of predictive water demand.</li><li>Explore options to centralize water supply on the Kootenay River that would reduce pressure from over-allocated waterbodies and at-risk supply areas.</li><li>Identify potential infrastructure requirements including intake, treatment, storage and water conveyance options for a proposed Kootenay River water supply system. The study will present and evaluate these infrastructure options and provide high-level cost estimates for each.</li><li>Assess agricultural potential and the cost/benefit ratio if water supply and reliability in increased.</li></ul>Understanding current and future agricultural use and water needs in the Creston Valley is important for this project and your feedback is valuable. To achieve this, we are crafting a Regional Parks, Trails, and Water Access Strategy for the next 10 years to help inform planning, decision-making, and management of the Regional Parks and Trails Services.The strategy will aim to:<ul><li>Assess current parks, trails, and water access areas</li><li>Evaluate their effectiveness in meeting community needs</li><li>Identify future opportunities</li><li>Develop a plan for implementation</li></ul>What&#39;s next?Over the next couple of months we will be engaging First Nations communities in a manner that fits them best and conducting interviews with key stakeholders and partners to understand their perspective to help us craft a Regional Parks, Trails, and Water Access Strategy.Understanding the Engagement Process From mid-May until the end of June 2024 we asked for your input over a month-long engagement period. During this time, you could have participated via a survey, interactive map, or through direct conversations with us. The insights you provided will shape the strategy that guides our planning, decision-making, and management for the next 10 years.
