Help us plan the future of regional parks, trails, and water access in the RDCK.Our parks, trails, and water access areas are essential to RDCK&rsquo;s mission of providing area residents and communities with high quality nature-based recreation through an integrated system of regional parks, trails, and water access points that support economic, social, and environmental goals of the region. The RDCK is developing a Regional Parks, Trails, and Water Access Strategy to help inform planning, decision-making, and management of the Regional Parks and Trails Services over the next 10 years.The strategy will generate a clear understanding of:<ul><li>Existing parks, trails, and water access areas that we have now</li><li>How well they are meeting the needs of residents</li><li>What opportunities we want in the future</li><li>How we will make it happen</li></ul> Understanding the Engagement Process The RDCK will be asking you to share your thoughts during a month long engagement process, starting in mid May, about the current state and future of parks, trails and water access. Regional Parks, Trails and Water Access Strategy 

RDCK Climate ActionIn 2023, the RDCK held an extensive public engagement process to gather feedback on RDCK climate action. Thank you to everyone who shared their feedback. The results are <a href="https://www.rdck.ca/EN/main/services/sustainability-environmental-initiatives/climate-action/get-involved.html" rel="noopener noreferrer" target="_blank">available here</a>.Staff used the feedback from the engagement process to develop <a href="https://www.rdck.ca/assets/Services/Sustainability~and~Environmental~Initiatives/Documents/2024-04-24_RDCK%20Ideas%20for%20Climate%20Action%20-%20final.pdf">RDCK Ideas for Climate Action</a>.In April 2024, the Board directed staff to explore climate action priorities that are practical and affordable and based on <a href="https://www.rdck.ca/assets/Services/Sustainability~and~Environmental~Initiatives/Documents/2024-04-24_RDCK%20Ideas%20for%20Climate%20Action%20-%20final.pdf" rel="noopener noreferrer" target="_blank">RDCK Ideas for Climate Action</a>. <h1>Diverting Organic Waste from RDCK Landfills:</h1>The RDCK has started large-scale composting services for our communities.Two new composting facilities have been constructed to accept organic waste from municipalities, rural residents, and commercial sources. The Creston Composting Facility, located at the Creston Landfill, opened June, 2022. The Central Composting Facility, located at the Central (Salmo) Transfer Station, opens August 21, 2023.<h2>Public Access</h2>Anyone can self-haul to one of the facilities the RDCK has built or upgraded and drop off their household organic waste. If container loads are brought in with Mixed Waste, the first container can be disposed of for free. More than 4 containers will be charged the minimum fee of $9.75; or, if weighing more than 100kgs, 10% of tonnage at $96.75/tonne.Any loads from the public that could fill a pick-up truck bed (1.5m&sup3;) requires 48-hour notice. Call 250-352-8161 to book a disposal appointment.<h2>Accepted Materials<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/133379609c65febaa0bf602edceda1a5edfd57d8/original/1675205753/62c2fff36a732d174cc6cff15e33c830_CompostableItems.png?1675205753" style="width: 297px;" class="fr-fic fr-fir fr-dii"></h2>The RDCK Composting Facilities can take a wider range of materials than can typically be <a href="https://www.rdck.ca/EN/main/services/waste-recycling/organics-diversion/composting.html" target="_self">composted at home</a>, such as meats, small bones, dairy and cooked foods. We encourage anyone with curbside services to utilize them.Organic waste disposal is governed by the <a href="https://www.rdck.ca/assets/Government/Bylaws/Resource~Recovery/2891-RPL-2735-RDCK_RR_Facilities-ADOPTED-Signed.pdf" rel="noopener noreferrer" target="_blank">Resource Recovery Facilities Regulatory Bylaw</a>.Schedule I and H of the Bylaw outline the accepted and prohibited material list. Below is additional context on what can and cannot be accepted.Most of the organic waste produced by residents and businesses will be in the form of Kitchen Wastes. Kitchen waste is defined as compostable plant and animal derived food waste material including raw and cooked food waste. Kitchen waste includes, not is limited to:<ul><li>Fruits and vegetables (without stickers) meat, fish, shellfish, poultry and small bones dairy products bread, pasta, grains and baked goods tea bags (paper filters only), coffee grounds and filters Food soiled paper towels and napkins</li><li>Food soiled parchment and butcher paper</li><li>Food soiled cardboard and paper (pizza boxes, paper take-out containers)</li><li>Egg shells</li><li>Animal bedding: straw, hay, wood shavings</li><li>Fish waste: all parts of fish</li><li>Livestock manure: from cattle, goats, horses, sheep, pigs, poultry</li><li>Grass, leaves &amp; straw: Think &ldquo;soft&rdquo; yard and garden &ndash; doesn&#39;t need to be chipped</li><li>Small twigs, stems, and flowers: less than 2&rdquo; in diameter and 12&rdquo; in length</li><li>Brewery waste/winery waste: non-liquid spent grains, grapes, hops or yeast</li><li>Butchery waste: meat, fat, skin and small bones (would otherwise be saleable/consumable food)</li><li>Bones less than 2&rdquo; in diameter</li><li>Condemned foods: spoiled and expired food that can&#39;t be sold/consumed &ndash; without packaging, must be less than 5% liquid</li><li>Dairy processing waste: non-liquid material from processing dairy</li></ul><h2>Prohibited Materials</h2>Essentially, if it wasn&#39;t once food you&#39;d have in your kitchen, or made of 100% paper/cellulose, it probably doesn&rsquo;t belong.<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/08e9cae262630abc9fb84aa54d234c31bcbf1787/original/1675205872/ca0c2fefe8c0127cfc7d36807cf52c13_NoPlastics.png?1675205872" style="width: 346px;" class="fr-fic fr-fir fr-dii">Unfortunately, at this time, we cannot accept compostable plastic materials of any kind. Anything that resembles plastic, even if it is a certified compostable product (i.e., BPI) must stay out. Bags, cutlery, and most containers that display compostable labeling will be made of material that takes a very long time to properly decompose. Our facilities are not designed for these bio-polymers, and will result in the creation of micro-plastics that remain in the environment once they leave the aerated windrows.<ul><li>Plastics: Plastics of any kind will contaminate the compost.</li><li>Produce stickers are made of plastic! Please ensure they have been removed prior to disposal.</li><li>Sharps: Sharps in any size or quantity, or items that could produce sharps when put through the mixer will render the compost unsaleable. Examples: glass, plexiglass, needles, syringes, metal, blades.</li><li>Infested vegetation: basically means trees, shrubs, plants, fruits that show the presence of disease, pathogens or pests.</li><li>Noxious/Invasive weeds: The RDCK has a great, <a href="https://www.rdck.ca/EN/main/services/environmental-initiatives/invasive-plants-noxious-weeds.html" target="_self">free program </a>for disposal (landfilling) of noxious weeds (or invasive species). We donʼt want these seeds further spreading through our finished product, and some noxious weeds like scotch broom or knapweed can withstand more heat than the aerated windrows produce.</li><li>Animal bones greater than 2&rdquo; in diameter</li><li>Anything containing more than 5% Free Liquids Cattle waste from abattoirs</li><li>Diatomaceous earth</li><li>Cooking oil or used cooking oil, (except within cooked or prepared foods i.e., less than 5% of the total volume)</li><li>Dead animals and parts (i.e. dead pets)</li><li>Full, unprocessed carcasses, Offal (entrails), hunting or slaughter wastes (hides etc.) Requires separate <a href="https://www.rdck.ca/EN/main/services/waste-recycling/waste-disposal.html">declaration process</a> to dispose of dead animals in the landfill</li><li>Domestic septic tank sludge</li><li>Cat litter and pet feces</li><li>Municipal wastewater bio-solids</li><li>Pet hair or human hair</li></ul><h2>Why Composting, Why Now?</h2><h3>Reduce Landfill Emissions</h3><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/e3de677e4022d436c917f475f465419a95d2195c/original/1675205938/d204cef7346b546c7712f91310963dc0_LandfillEmmisions.png?1675205938" style="width: 403px;" class="fr-fic fr-fir fr-dii">Rotting organic waste buried in the landfill creates methane (CH4). Methane is a Greenhouse Gas (GHG) more potent that CO2, and traps heat from the sun in the atmosphere. Landfill GHG emissions accelerate climate change, and we are more aware than ever that a changing climate is a problem for everyone. Now is the time to take these steps. Every action to reduce GHG emissions counts. <a href="https://www.rdck.ca/EN/main/services/sustainability-environmental-initiatives/climate-change-adaptation.html">We&#39;ve committed to it</a>.<h3>Reduce Landfill Leachates</h3>Leachate is the liquid runoff from landfills. Organic waste has a high moisture content which contributes to landfill leachate. When this liquid comes in contact with other buried waste it collects contamination and must be contained. Removing organics from landfills will reduce the amount and impact of this unpleasant substance, and lower the cost of managing it.<h3>Extend Landfill Life</h3>We don&#39;t have limitless space in our landfills. Keeping organic waste out of the trash frees up much needed capacity and extends their working life. While we&rsquo;ve planned for the future and manage landfills for the long-term, the added space buys time and reduces the long-term costs of putting what can&rsquo;t be re-used or recycled in its final resting place.<h3>Less Trash More Soil</h3>Organic waste provides a valuable resource when properly composted. Compost helps recycle nutrients back into soil, and healthy soils grow healthy plants. Additionally, soil itself stores carbon from the atmosphere - the more life within soil, the more carbon captured and stored.<h3>How it Works</h3><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/a81114745916c09a2d654573179ea7b3a351b89c/original/1675205914/79a0612eb905568bf1e8559e556e51bf_AeratedWindrows.png?1675205914" style="width: 398px;" class="fr-fic fr-fir fr-dii">Composting occurs when high nitrogen organic material (greens) is mixed with high carbon organic material (browns) in ideal ratios, with plenty of oxygen and proper moisture. This environment allows decomposing microbes to thrive as they rapidly break down these organic wastes into a rich, alive, nutrient dense product known as compost. Compost is an excellent soil amendment, as these nutrients are readily available to plants for their growth.The Central and Creston Composting Facilities both use active aeration to maintain proper temperature and oxygen levels during the decomposition period. This simple and proven technology combines clean wood and yard and garden waste with food and other organic waste. The mixed material is then placed over aeration piping in long piles called windrows.This method promotes active decomposition, limits odours, prevents methane generation, and produces a safe, high- quality product. Once available, the RDCK will be selling to the public and making available to partners the Class-A compost produced at these facilities.

Organic Waste Diversion

<h3>ATTN: Owners, Operators, and Managers of Industrial, Commercial, and Institutional Services in the RDCK<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/133379609c65febaa0bf602edceda1a5edfd57d8/original/1686088721/552d4534260d4a240ca56b0eca8ed623_CompostableItems.png?1686088721" style="width: 375px;" class="fr-fic fr-dii fr-fir"></h3>The Regional District of Central Kootenay (RDCK) has committed to diverting organic waste from regional landfills. Over 35% of landfilled waste is compostable.The RDCK Resource Recovery Department is inviting input from the ICI sector on the newly launched Organic Waste Diversion Program to better understand the types and quantities of food wastes generated, and existing systems of organic waste disposal.<h3>Why Divert Organics?</h3>In our landfills, organic waste creates significant problems:<ul><li>It takes up finite landfill space, impacting capacity and lifespan of these costly sites.</li><li>It pollutes the environment through contributing to the generation of leachate (run-off from landfills).</li><li>When it rots in an oxygen-poor environment such as a landfill, large amounts of methane are generated.<ul><li>Landfill-generated methane accounts for up to 23% of national methane emissions <a href="https://www.canada.ca/en/environment-climate-change/services/managing-reducing-waste/municipal-solid/waste-greenhouse-gases-canada-actions.html" rel="noopener noreferrer" target="_blank">(source)</a>.</li><li>As a greenhouse gas, methane has a global warming potential more than 80 times greater than carbon dioxide (CO2) over a 20-year period <a href="https://www.canada.ca/en/environment-climate-change/services/canadian-environmental-protection-act-registry/consultation-reducing-methane-emissions-oil-gas-sector.html" rel="noopener noreferrer" target="_blank">(source)</a>.</li></ul></li></ul>Diverting this material to composting facilities greatly reduces the negative impacts of landfilled organic wastes. Additionally, composting is a great way for us to turn waste products into a resource that is valuable to local communities for the production of healthy soils and food.<h3>Meeting Organic Waste Diversion Goals</h3>Programs and services are being established to allow for widespread adoption of organic waste separation and recycling throughout the RDCK. These include residential curbside collection services, as well as encouragement of the private and public sector to begin making plans to participate in this system, where organics diversion is not currently happening. The organic waste generated in the Industrial, Commercial, and Institutional (ICI) sector represents a significant source of landfilled materials that can and should be properly recycled.<h3>New Programs and Facilities </h3>The RDCK now has two composting facilities; one at the Creston Landfill and one near Salmo at the former Central Landfill. These facilities allow the RDCK to process up to 9,500 tonnes of organic waste annually. The Ootischenia and Grohman Narrows transfer stations have been upgraded to accept residential and commercial organics from the surrounding areas.The Town of Creston launched residential curbside collection of organics in 2022. The City of Castlegar started residential organics collection in late summer 2023. The City of Nelson is also working towards residential organic waste diversion through a method known as &quot;pre-treatment.&quot; Now is a great time to start planning to participate in this new system if your operations are in these communities or near these facilities.The new organics processing facilities will accept a wide range of materials, including table scraps, soiled paper, front of house and commercial kitchen food waste, food &amp; beverage manufacturing/retail waste, as well as butchery scraps (small bones and cuts &ndash; not full carcasses). As development of organics recycling in the ICI sector begins, we want to hear from you to help us understand your opinions, ideas, barriers, and constraints for participating in organic waste recycling.Want more information on the RDCK Organic Waste Diversion Program ? - <a href="http://engage.rdck.ca/owdp" rel="noopener noreferrer" target="_blank">click here</a><h3>Regulations</h3>Currently, no bans or penalties are being implemented to mandate organic waste recycling. Instead, we have lowered tipping fees to reduce the overall cost to the users of this new system. The tipping fee for organics is currently set at $96.75/tonne (compared to $151.25/tonne for mixed waste), with options for per-container and lower volume disposal. For more details on tipping fees, disposal options, and information on accepted &amp; prohibited materials visit <a href="https://www.rdck.ca/EN/main/services/waste-recycling/organics-diversion.html">rdck.ca/organics</a>, review the <a href="https://www.rdck.ca/EN/main/government/bylaws/resource-recovery.html" rel="noopener noreferrer" target="_blank">RDCK Resource Recovery Bylaw</a>, or email us (contact details below). In the future, if organics waste diversion goals are not being met, regulations to encourage this change across sectors may be considered.<h3>ICI Organics Recycling Participation</h3>The RDCK will be providing resources to assist in making operational changes, such as back-of-house informational resources for the food and beverage industry. Large and small generators of organic waste are encouraged to start finding ways of participating in organics recycling.Setting up new a system of waste management in ICI operations may require some additional work and initial investment, however the participation of this sector is important to the success of our region&rsquo;s waste reduction goals, and more broadly, to improving operating practices related to waste in the region. The RDCK is committed to working with the ICI sector to accommodate as much as possible specific needs for an effective organics recycling program. Direct support and consultation services are available by request. By completing the survey, operators can help us to understand and therefore better accommodate unique requirements.Please complete the survey (~10 minutes). This allows the RDCK to ensure validity of survey responses and keep track of which areas are participating (to improve outreach etc.). Users may fill out multiple surveys in the event they are completing them for multiple operations.
