Targeted Official Community Plan Updates
Overview
The RDCK is proposing targeted updates to Official Community Plans (OCPs) in Electoral Areas A, B, C, F, G, J and K.
The updates are intended to keep OCP policies consistent with residential zoning changes adopted by the RDCK in 2024 and again in 2026 in response to provincial housing legislation, including Bill 44: Housing Statutes (Residential Development) Amendment Act, 2023. Bill 44 requires local governments to allow Small-Scale Multi-Unit Housing (SSMUH) in certain residential zones.
The amendments include modernizing residential terminology, supporting accessory dwelling units, and removing details such as density and minimum lot size where those matters are better addressed through zoning bylaws.
Kindly note, this is a focused update, not a full rewrite/review of the OCPs.

What is an Official Community Plan (OCP)?
An OCP is a long-term policy document that guides decisions about land use and development. It sets policy direction, while detailed requirements such as permitted uses, density and lot size are generally implemented through zoning bylaws.
Will these updates change the zoning of my property?
No new zoning changes are being proposed through this project. The amendments are intended to bring OCP policies into alignment with residential zoning changes that have already been adopted.
How can I see the proposed changes for my Electoral Area?
The Proposed OCP Amendments tab include draft amendment bylaws and concurrence tables showing the current wording, proposed wording and the reason for each change.
What happens before the amendments are adopted?
Once the consultation and referral process is complete is complete, staff will report back to the Rural Affairs Committee (RAC) with a summary of feedback and the proposed amendments. If supported, the bylaws may then proceed through the formal bylaw process, including consideration of a public hearing.
