Targeted Official Community Plan Updates

Overview

The RDCK is proposing targeted updates to Official Community Plans (OCPs) in Electoral Areas A, B, C, F, G, J and K.

The updates are intended to keep OCP policies consistent with residential zoning changes adopted by the RDCK in 2024 and again in 2026 in response to provincial housing legislation, including Bill 44: Housing Statutes (Residential Development) Amendment Act, 2023. Bill 44 requires local governments to allow Small-Scale Multi-Unit Housing (SSMUH) in certain residential zones.

The amendments include modernizing residential terminology, supporting accessory dwelling units, and removing details such as density and minimum lot size where those matters are better addressed through zoning bylaws.

Kindly note, this is a focused update, not a full rewrite/review of the OCPs.

Stay Informed!
The Regional District of Central Kootenay (RDCK) is updating the Official Community Plans (OCPs) for Electoral Areas A, B, C, F, G, J, and K to ensure they align with recently adopted zoning bylaw amendments and the Housing Statutes (Residential Development) Amendment Act, 2023 (Bill 44).

We invite you to share your suggestions, concerns, or recommendations regarding these proposed OCP bylaw amendments. Your input will help the RDCK ensure that the changes reflect both provincial housing requirements and local community objectives.

Please note:
- This consultation relates only to aligning OCPs with previously approved zoning and provincial legislation.

- All feedback will form part of the public record and may be summarized in a report to the Rural Affairs Committee and RDCK Board in accordance with the Local Government Act (s. 475).
